refactor: drop cgo requirement for sqlite (#2101)
* refactor: drop cgo requirement for sqlite

Replace github.com/mattn/go-sqlite3 with modernc.org/sqlite which drops our CGO requirement.

* refactor: newline for consistency with dockerfiles
